Abstract

Urban environmental governance as a complex and multifaceted domain, requires a deep understanding of interactions among various actors institutional structures and decision-making processes. Urban environmental governance is a practical and strategic necessity for achieving sustainable development and ensuring citizens’ health and welfare. The present research aims to analyze the structural aspects of urban environmental governance with a futures studies approach (monitoring the past and present to understand the future) in Tabriz metropolis. This research is analytical and exploratory in nature based on futures studies methodology, and applied in terms of purpose. Data collection in the theoretical section was conducted through documentary methods, while the practical section employed survey methods based on the Delphi technique. Data analysis was performed using MICMAC and ScenarioWizard software.

The MICMAC software output indicates system instability. Variables and factors affecting environmental governance in Tabriz metropolis were categorized into 7 components and 47 variables. After identifying 15 key factors with 49 different states 7 scenarios with high compatibility were presented from among 10,004 scenarios in ScenarioWizard software. Approximately 57% of future conditions for urban environmental governance were evaluated as favorable.

Updating and establishing environmental laws and regulations in Tabriz city, forming a supreme urban environmental council, integrated urban management and planning, planning for environmental crisis management, implementing environmental policies in urban planning, and other factors are among the most important key factors affecting the future state of urban environmental governance in Tabriz metropolis.
